Power Consumption Testing BEE Schedule – 11 (LED TV)

To ensure technical uniformity, testing must adhere to:

• IS 16102 (Part 2): Primary Indian Standard for performance and safety.
• IEC 62087: International standard for measuring power consumption of audio, video, and related equipment.
• IEC 62301: Measurement of standby power consumption.

Schedule 11 applies to a wide array of display technologies, specifically:

• LED Televisions: All screen sizes and resolutions (HD, Full HD, 4K/UHD).
• LCD Televisions: Using CCFL or LED backlighting.
• Plasma Displays: High-performance plasma panels.
• Smart & Connected TVs: Modern televisions with internet and application support.

The laboratory evaluation focuses on three primary operational states to calculate the Annual Energy Consumption (AEC):

1. On-Mode Power: Consumption while the TV is active and displaying standard content.
2. Standby-Mode Power: Power drawn when the device is "off" via remote but plugged in.
3. Luminance Test: Ensuring the TV maintains a minimum brightness level to prevent energy-saving via poor picture quality.

Testing reports are only valid if issued by:

• NABL Accredited Labs: Must be accredited under ISO/IEC 17025 for electrical/electronics testing.
• BEE Recognized Facilities: The laboratory must be officially registered and listed on the BEE portal for Schedule 11.

Navigating the BEE portal involves several stages:

• Testing Phase: 1–2 weeks (depending on lab availability).
• Brand Registration: 10–15 working days.
• Model Approval: 15–20 working days post-application submission.
• Total Estimated Time: Generally 4 to 6 weeks from sample submission to certificate issuance.

For a successful evaluation, the following is typically required:

• Quantity: 1 to 2 units per model family (depending on the lab's policy).
• Accessories: Remote controls, power cables, and the full retail user manual.
• Golden Sample: The tested unit must be a representative of the mass-production batch.

The financial commitment involves:

• Company Registration Fee: ₹1,00,000 (Large Scale) or ₹25,000 (SSI/MSME).
• Model Registration Fee: ₹2,000 per model.
• Testing Charges: Vary by lab, typically ranging from ₹15,000 to ₹30,000 per model.
• Security Deposit: A refundable deposit required during brand registration.

A complete application requires the following dossiers:

• Company Level: Certificate of Incorporation, Trademark Certificate, ISO 9001, and Authorized Signatory Letter.
• Technical Level: BIS License copy (R-Number), Technical Data Sheet, and Circuit Diagrams.
• Compliance Level: Valild NABL Test Report (not older than 6 months) and a draft of the BEE Star Label.
