SASO SABER is Saudi Arabia’s online conformity assessment system under the SALEEM Program, managed by the Saudi Standards, Metrology and Quality Organization (SASO). It ensures all imported and locally sold products meet Saudi safety and technical regulations. Exporters must obtain PCoC and SCoC through the SABER portal before shipping. When exporting consumer products to Saudi Arabia, it is mandatory to obtain SABER Certification under the SALEEM Program, which is managed by the Saudi Standards, Metrology and Quality Organization (SASO).
While the SABER portal is accessible only to Saudi-based importers, the entire registration process is exporter-driven. In simple terms —The Saudi importer is responsible for registering the product on the SABER portal,
but the exporter must provide all supporting documentation, test reports, and conformity evidence to make the registration successful.
Therefore, exporters from India, China, Indonesia, Malaysia, Italy, France, Germany, Japan, the Philippines, and the EU region and many other countries which export to Saudi Arabia, have to work along with their importer based in Saudi arabia to get the SABER registeration and Certification done, enabling their Saudi partners to complete the registeration and certification so and obtain both Product certification PCoC and Shipment Certification done SCoC certifications before shipment
To export products to Saudi Arabia, every shipment must be registered on the SABER portal under the SASO SALEEM program. The process involves two key approvals — the Product Certificate of Conformity (PCoC) and the Shipment Certificate of Conformity (SCoC).
The PCoC confirms that your product meets SASO safety and technical regulations. The following documents are required:
All documents must be accurate and approved before applying for PCoC.
The SCoC links each export consignment to its approved PCoC. Required documents:
Step 1: Product Classification
Identify your product category and HS Code to determine the applicable SASO technical regulation. This helps you understand whether your product requires self-declaration or third-party assessment.
Step 2: Document Preparation
Gather all necessary documents such as test reports, product specifications, user manuals, and any existing conformity certificates to support your application.
Step 3: Testing and Conformity Assessment
Get your product tested by a SASO or ISO 17025-accredited laboratory to confirm compliance with Saudi technical standards.
Step 4: Apply for PCoC
The importer registers your product on the SABER portal and uploads all supporting documents for review by a SASO-approved certification body.
Step 5: Pay SADAD Fee
The importer pays the SADAD fee on the SABER portal for the evaluation and processing of your Product Certificate of Conformity (PCoC).
Step 6: Receive Product Certificate of Conformity (PCoC)
Once verified, the certification body issues the PCoC, confirming compliance with SASO standards. Note: The product is not yet ready for shipment until the SCoC (Shipment Certificate) is issued.
Step 7: Apply for SCoC and Shipment Approval
After obtaining the PCoC, the importer applies for the SCoC, pays the shipment SADAD fee, and completes verification. The SCoC allows smooth Saudi customs clearance and legal market entry.
Instacertify supports exporters from India, China, Malaysia, Indonesia, Japan, Italy, France, Germany, and the EU in completing every step of SABER registration, including testing, document review, and certificate issuance, ensuring faster and compliant approval.
