Yes, it is mandatory. Under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011, anyone who imports pre-packaged commodities for distribution or sale in India must apply for this registration. Failure to do so can lead to shipment detention by Customs and penalties.

You can apply online through the following steps: Visit the Portal: Go to the official website of the Legal Metrology Department of your specific state (or the National Single Window System if applicable). Register: Create a user ID and password. Fill Application: Complete the application form (usually Form LM-1 or similar). Upload Documents: Attach required documents like your Import-Export Code (IEC), GST, Sample Label, and proof of address. Pay Fee: Pay the government fee (₹500) online. Submit: Submit the application for verification by the Controller of Legal Metrology.

The following are generally exempt from LMPC rules: Packages containing commodities of 10g or 10ml or less. Packages meant for Institutional Consumers (e.g., hotels, hospitals, airlines) who buy directly from the manufacturer for service use. Packages meant for Industrial Consumers (who buy goods to use as raw material in another industry). Agricultural farm produce in packages of more than 50 kg.

Every pre-packaged commodity meant for retail sale must display these mandatory declarations on the label: Name and Address of the Manufacturer, Packer, or Importer. Common or Generic Name of the commodity. Net Quantity (in standard units like kg, g, l, ml). Month and Year of manufacture, packing, or import. Maximum Retail Price (MRP) (inclusive of all taxes). Consumer Care Details (Name, address, telephone number, and email of the person who can handle consumer complaints). (Note: For imported goods, “Country of Origin” is also a mandatory declaration).

Once the application is submitted with all correct documents, it typically takes 7 to 20 working days to receive the certificate, depending on the state authority’s processing speed.

If you are referring to the LMPC Import Registration, you get it by applying to the Director or Controller of Legal Metrology (as described in Q5). Note: If you are referring to the general license to import goods into India, that is the IEC (Import Export Code), which is issued by the DGFT (Directorate General of Foreign Trade). You must have an IEC before applying for LMPC.
