Important Update: BIS Mandatory Certification for Three-Piece Round Open Top Metal Cans (IS 18427:2024)

The Cookware, Utensils, and Cans for Foods and Beverages (Quality Control) Extension Order, 2025 was issued by the Ministry of Commerce and Industry. This important update makes it necessary for “Three-Piece Round Open Top Metal Cans” to have Bureau of Indian Standards (BIS) certification. This is to make sure that food and drink packaging in India is safe and of good quality.

Overview of the Order

All makers (both Indian and international) and importers of metal cans used for food and drinks must follow the Indian Standard IS 18427:2024. They must have the ISI Mark and a valid license from BIS in order to legally make, import, or sell these goods in India.

Key Implementation Timelines

To facilitate a smooth transition for the industry, the government has provided a phased implementation schedule based on the size of the enterprise:

  • General Implementation (Large Scale): 1st October 2025
  • Small Enterprises: 1st January 2026
  • Micro Enterprises: 1st April 2026

Important Exemptions

  • Export Goods: The order does not apply to products manufactured domestically specifically for export purposes.
  • Imported Filled Cans: Goods or articles already filled with food or beverages (solid, liquid, or gaseous) at the time of import are exempt.
  • R&D Purpose: Up to 200 units per year may be brought in for research and development, as long as they are not sold and are thrown away as scrap.
  • Legacy Stock: Manufacturers and importers who have applied for certification or are already certified may sell their existing stock (produced/imported before the implementation date) for up to six months, provided they furnish a CA-certified declaration to BIS.

Compliance and Penalties

The Bureau of Indian Standards (BIS) is the official body that gives out certifications and makes sure they are followed. The BIS Act of 2016 says that anyone who breaks this QCO by making or selling cans that aren’t approved would be punished, which might include fines and even imprisonment.
