Legal Metrology Packaged Commodities (LMPC)

LMPC stands for Legal Metrology (Packaged Commodities), governed under the Legal Metrology Act, 2009, and the Packaged Commodities Rules, 2011.

It regulates the packaging, labeling, and measurement of pre-packaged goods in India. LMPC registration ensures that all pre-packaged products comply with legal labeling standards, providing transparency to consumers and avoiding unfair trade practices.

Pre-packaged goods include any product packaged without the purchaser being present, with pre-determined weight, measure, or number. LMPC compliance is mandatory for importers, manufacturers, and packers of such goods.

The Process to Apply for LMPC

Here’s a step-by-step guide to applying for LMPC registration:

Step 1: Determine Applicability

  • Check if your product qualifies as a pre-packaged commodity and whether you fall under importer, manufacturer, or packer category.

  • File the LMPC application with the State or Central Legal Metrology Department, either online or offline, along with the prescribed fee.

Step 4: Verification & Inspection

Frequently Asked Questions

An LMPC certificate is a mandatory registration required under the Legal Metrology (Packaged Commodities) Rules, 2011. It serves as a license for importers and manufacturers to sell pre-packaged goods in India. It ensures that the product packaging adheres to India’s specific labeling laws, making sure consumers receive accurate information about the product they are buying.

Legal Metrology for packaged commodities refers to the set of laws and regulations that govern how pre-packaged goods are sold. It mandates that every package must carry specific declarations (like weight, price, and manufacturer details) to ensure transparency and protect consumer rights. It ensures the “measure” (metrology) of the product inside the packet matches what is claimed on the label.

The official government fee for LMPC registration (Rule 27) is typically ₹500.

  • Note: If you hire a consultant or legal expert to handle the documentation and application process for you, they will charge a professional fee over and above this government amount.

Yes, it is mandatory. Under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011, anyone who imports pre-packaged commodities for distribution or sale in India must apply for this registration. Failure to do so can lead to shipment detention by Customs and penalties.

You can apply online through the following steps:

  1. Visit the Portal: Go to the official website of the Legal Metrology Department of your specific state (or the National Single Window System if applicable).

  2. Register: Create a user ID and password.

  3. Fill Application: Complete the application form (usually Form LM-1 or similar).

  4. Upload Documents: Attach required documents like your Import-Export Code (IEC), GST, Sample Label, and proof of address.

  5. Pay Fee: Pay the government fee (₹500) online.

  6. Submit: Submit the application for verification by the Controller of Legal Metrology.

The following are generally exempt from LMPC rules:

  • Packages containing commodities of 10g or 10ml or less.

  • Packages meant for Institutional Consumers (e.g., hotels, hospitals, airlines) who buy directly from the manufacturer for service use.

  • Packages meant for Industrial Consumers (who buy goods to use as raw material in another industry).

  • Agricultural farm produce in packages of more than 50 kg.

Every pre-packaged commodity meant for retail sale must display these mandatory declarations on the label:

  1. Name and Address of the Manufacturer, Packer, or Importer.

  2. Common or Generic Name of the commodity.

  3. Net Quantity (in standard units like kg, g, l, ml).

  4. Month and Year of manufacture, packing, or import.

  5. Maximum Retail Price (MRP) (inclusive of all taxes).

  6. Consumer Care Details (Name, address, telephone number, and email of the person who can handle consumer complaints). (Note: For imported goods, “Country of Origin” is also a mandatory declaration).

Once the application is submitted with all correct documents, it typically takes 7 to 20 working days to receive the certificate, depending on the state authority’s processing speed.

If you are referring to the LMPC Import Registration, you get it by applying to the Director or Controller of Legal Metrology (as described in Q5).

  • Note: If you are referring to the general license to import goods into India, that is the IEC (Import Export Code), which is issued by the DGFT (Directorate General of Foreign Trade). You must have an IEC before applying for LMPC.

The certificate is issued by the Controller of Legal Metrology of the respective State or the Director of Legal Metrology at the Central level (New Delhi), depending on whether your address is in a single state or if you operate from multiple locations.
