The Ministry of Commerce and Industry has issued the Fire-Resistant Cabinets (Quality Control) Order, 2025. This is a big step toward improving fire safety standards and the dependability of products. This rule says that filing cabinets that are fire-resistant and insulating must have the BIS Standard Mark (ISI Mark) on them, and they must have a valid license from the Bureau of Indian Standards.
Scope of the Notification
This QCO covers all items and things that are designated as Fire-Resistant Cabinets. To follow the order, these items must meet the strict requirements set out in the following Indian Standard:
- IS 14561 : 2014 – Fire Resisting (Insulating) Filing Cabinets — Specification.
Implementation Timeline
The government has given manufacturers—from big companies to small businesses—enough time to modernize their testing facilities and get certified by giving them a staggered implementation schedule:

| Large/General Manufacturers | Within 6 months of the official publication date. |
| Small Enterprises | Within 9 months of the official publication date. |
| Micro Enterprises | Within 12 months of the official publication date. |

- Mandatory ISI Marking: No person shall manufacture, import, sell, or distribute fire-resistant cabinets without the BIS Standard Mark.
- Certification Authority: The Bureau of Indian Standards (BIS) is the sole certifying and enforcing authority.
- Exemptions: The order does not apply to goods manufactured domestically specifically for export purposes.
- Penalties: Any contravention of this order will attract legal action, including fines and/or imprisonment under the provisions of the BIS Act, 2016.
