The Hand Tools (Quality Control) Order, 2025 has gotten a big change from the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade – DPIIT). The government has formally pushed back the deadline for implementing certain important hand tools in order to help the domestic economy and give manufacturers more time to get their technology in line.
Key Update: The Revised Implementation Timeline
The new notification, dated December 4, 2025, replaces the July 2025 order, which was supposed to go into effect earlier. The start of mandatory BIS certification is now staggered to make it easier for different types of manufacturers to do business (EoDB):

Which Products are Covered?
The Quality Control Order (QCO) sa0ys that certain hand tools must have the ISI Mark and meet the Indian Standards (IS) that apply to them. If you don’t have a valid BIS license before the deadline, you can’t make, import, or sell these products. This is against the BIS Act, 2016.
The list of applicable products and standards includes:
- Pipe Wrenches: IS 4003 (Part 1) & (Part 2)
- Open-Jaw Wrenches (Spanners): IS 2028
- Ring Wrenches (Spanners): IS 2029
- Adjustable Wrenches: IS 6149
- Chain Pipe Wrenches: IS 4123
- Slugging Wrenches: IS 4508 & IS 4509
- Combination Side Cutting Pliers: IS 3650
Important Exemptions
The 2025 Order provides relief in specific cases:
- Export Goods: Products manufactured domestically specifically for export purposes are exempt.
- R&D Purposes: You can bring in up to 200 units a year for research and development, but you can’t sell them and they have to be thrown away as scrap.
