An authorised person must be provided with a PAN.

Does new Batteries Waste Management Rules 2022 make a battery user or consumer liable to submit the return on annual or half yearly basis?

Consumers/users of battery are not liable for filing annual or half-yearly returns. However, when any brand/company/industry/User is importing any battery meant for in-house usage, the same will be liable for getting registered with CPCB and they will be subject to EPR obligations; in this case, they will become liable for submitting annual return by 30th June.

Are we at XYZ company involved with Refurbishment of Battery? After refurbishing do we sell the battery after our own brand name? Do we have EPR liability?

If company is refurbishment unit and it sells a battery under the company's brand name then according to rules they would be termed as 'Producer'. They will need to be registered with CPCB and will have EPR liabilities.
