4. EPR Action Plan for Used Oils: A comprehensive plan outlining the mechanisms for the collection, recycling, and safe disposal of used oils, including collaboration with authorized recyclers.

5. Agreement with Authorized Recyclers: Agreements or contracts with CPCB/SPCB-approved recyclers or waste management companies to handle collection, recycling, or disposal.

6. Sales and Distribution Data: Annual sales records show how much oil is sold or distributed. This helps figure out how much waste might be made.

7. Collection Mechanism Documentation: We document how oil is collected and disposed of. This includes where it’s collected, take-back programs, and partnerships with waste agencies.

OEMs of cars are not producers unless they buy and sell lubrication oil themselves. They must sell it under their own brand in the domestic market.

Some oils like white oil and process oils used in making things are not covered. Also, greases and other lubricants that don’t leave used oil behind don’t need EPR. But, producers must still register on the EPR Portal.

For units starting after 1st April, 2024, EPR rules start two years after they open. This is from the end of the financial year they started.

Used oil importers must do a few things. They need to register on the portal, meet EPR targets, and file annual reports on the portal.

Bulk generators are big producers like car makers, railways, and defence. They also include transport companies, industrial units, power companies, hotels, and restaurants. These entities produce over 100 metric tonnes of used oil a year.

If a company does more than one thing, like producing and recycling, it must register for each activity separately

Recycling means making new oil from used oil in a clean way. Re-refining is cleaning used oil to make new oil. Both follow rules set by the Central Pollution Control Board.

EPR certificates are good for two years from the end of the financial year they were issued. After that, they are automatically deleted from the EPR portal.
