PSE Mark Certificate

The PSE (Product Safety Electrical Appliance & Material) Mark is Japan’s mandatory safety gateway. It serves as a declaration that an electronic product complies with the technical requirements set by the Ministry of Economy, Trade and Industry (METI).

• Diamond PSE: High-risk "Specified Products" requiring third-party testing and factory audits.
• Circle PSE: Lower-risk "Non-Specified Products" requiring self-declaration and internal testing.
• Mandatory Compliance: Non-compliance results in heavy fines and a total ban from Japanese retail.

In Japan, consumer safety is a cultural and legal priority. You cannot legally clear customs or list your products on major Japanese e-commerce platforms (like Amazon Japan or Rakuten) without this mark.

Beyond legalities, the PSE Mark acts as a trust signal. Japanese consumers are highly risk-averse; seeing the PSE logo provides the assurance of electrical safety, fire prevention, and electromagnetic compatibility. Without it, your brand is effectively invisible to the professional Japanese market.

The law covers approximately 457 items, divided into two distinct tiers:

Category A (Specified Products - Diamond PSE):

• AC Adapters and Power Supply Units
• Electric Cables and Fuses
• Transformers and Solenoids
• Portable Electric Tools

Category B (Non-Specified Products - Circle PSE):

• Household Appliances (Microwaves, Fans, Refrigerators)
• Audio/Video Equipment (TVs, Speakers)
• Lithium-Ion Batteries (above specific energy density)
• Information Technology Equipment (PCs, Printers)

To ensure a smooth application, the following technical file must be meticulously prepared:

1. Application Form: Official request for testing/registration.
2. Circuit Diagrams & PCB Layouts: Detailed electrical schematics.
3. Critical Component List (CCL): Specifications for internal parts like capacitors and switches.
4. Construction Drawings: Mechanical blueprints and dimensions.
5. Instruction Manual & Labels: Drafts in Japanese (Japanese language is mandatory for safety labels).
6. ISO Certification: Proof of the factory’s quality management system (usually for Category A).

The process involves more than just a lab test; it is a multi-stage verification:

• Step 1: Classification: We determine if your device is Category A or B.
• Step 2: Sample Submission: Sending physical units to a METI-authorized laboratory.
• Step 3: Technical Testing: Testing against Japanese Industrial Standards (JIS).
• Step 4: Factory Audit (Diamond Only): Inspectors visit your facility to verify production consistency.
• Step 5: Certificate Issuance: Once the lab approves, a Certificate of Conformity is issued.
• Step 6: METI Notification: The Japanese importer must notify METI of the intent to sell.

Time-to-market is critical. Based on current laboratory queues and audit logistics:

• Circle PSE (Category B): Typically takes 3 to 5 weeks, as it relies on self-testing and technical file review.
• Diamond PSE (Category A): Generally takes 6 to 10 weeks. This longer window accounts for the mandatory factory inspection and the more rigorous third-party testing protocols.

Compliance is an investment in market access. Costs vary based on the complexity of the circuitry:

• Testing Fees: Range from $1,500 to $5,000+ per model, depending on the number of functions.
• Audit Fees (Diamond only): Includes the inspector’s time and travel expenses.
• Administrative/Translation Fees: Costs for converting technical manuals into Japanese.
• Annual Maintenance: Some laboratories charge a file maintenance fee.

A PSE certificate is not always "forever." You must monitor your expiration dates to avoid supply chain disruptions:

• Diamond PSE: The certificate is valid for 3, 5, or 7 years, depending on the specific product category. Renewal requires a new application and potentially a re-audit.
• Circle PSE: There is no official "expiration" date, provided the product design remains unchanged and the standards have not been updated by METI.
• Record Keeping: Importers are legally required to keep testing records for 7 years from the date of the last import.
