Indian Compliance
Beyond the Law: How the CRS Mark Makes Your Passport Reader a Market Leader

A passport reader may look like a simple scanning device, but it plays an important role wherever identity documents need to be read quickly and accurately. Airports, immigration counters, hotels, border-control facilities, banks and other organizations can use passport-reading equipment to capture information from travel documents.
For manufacturers and importers planning to sell passport readers in India, product functionality is only one part of market readiness. Compliance with the applicable Indian requirements is equally important.
Under India’s Compulsory Registration Scheme (CRS), Passport Readers are listed among the notified electronics and IT products. The current BIS Scheme-II schedule identifies IS/IEC 62368-1:2023, Audio/Video, Information and Communication Technology Equipment – Part 1: Safety Requirements, for Passport Readers.
What Is BIS CRS for a Passport Reader?
BIS CRS is a registration-based conformity assessment framework for specified electronic and IT products. BIS grants registration based on a manufacturer's declaration of conformity supported by the required testing and documentation.
For a Passport Reader, the applicable safety standard is currently shown by BIS as IS/IEC 62368-1:2023. The standard focuses on safety aspects of audio/video and information and communication technology equipment rather than certifying how accurately the device reads passport information. CRS BIS
This distinction matters. A CRS registration should not be presented as a certification of OCR accuracy, passport-chip data accuracy, cybersecurity, biometric performance or compliance with every passport-processing specification. Those areas may involve separate technical requirements depending on the design and intended application.
Important 2026 Update: IS 13252 to IS/IEC 62368-1:2023
This is one of the most important points to update on older Passport Reader content.
MeitY notified the migration from IS 13252 (Part 1):2010 and IS 616:2017 to IS/IEC 62368-1:2023 because the older standards have been superseded. BIS's implementation guidance specifically identifies Passport Readers as one of the product categories moving from IS 13252 (Part 1):2010 to IS/IEC 62368-1:2023.
The same BIS guidance states that the existing standards can run concurrently with IS/IEC 62368-1:2023 until 1 November 2028 for the listed product categories. Existing registrations need to establish compliance with the newer standard by the end of the concurrent period.
For companies developing new Passport Reader models now, understanding the new standard early can reduce the possibility of having to revisit compliance work later.
What Does IS/IEC 62368-1:2023 Look at?
IS/IEC 62368-1 is a product safety standard based around energy sources and safeguards. Depending on the product construction, testing can address areas such as electrical energy, protection against hazardous energy, insulation, protective conductors, fire-related safeguards, mechanical considerations, components and other safety provisions. BIS laboratory information for the standard lists these types of clauses within its testing scope.
For a Passport Reader, the actual test program depends on the equipment's construction, power arrangement, interfaces, components and configuration. Therefore, manufacturers should avoid assuming that every model will have an identical test scope.
Who Needs BIS CRS Registration for a Passport Reader?
The CRS framework applies to the manufacturer of a product that falls within the notified product categories. BIS's CRS guidance identifies the manufacturer or factory owner as the applicant for products covered by the Compulsory Registration Order.
This makes manufacturer information particularly important. The product name, brand, model identification and manufacturing location used in testing and registration should remain consistent throughout the compliance documentation.
For foreign manufacturers without a liaison office or branch office in India, BIS requires an Authorized Indian Representative (AIR) under its CRS application procedure.
How to Obtain BIS CRS Registration for a Passport Reader
The process normally starts by confirming that the product falls within the CRS product list and identifying the currently applicable Indian Standard.
The manufacturer then submits the product for testing through a BIS-recognized laboratory. BIS's CRS application instructions specify that the test report should be not more than 90 days old when the registration application is submitted.
After successful testing, the applicant prepares the registration application and supporting documents through the CRS system. The manufacturer must declare conformity of the product to the applicable Indian Standard. Foreign applicants without an Indian liaison office or branch must complete the AIR requirements.
Once registration is granted, the manufacturer can use the applicable BIS Standard Mark and registration number according to the marking requirements. BIS describes CRS as registration based on self-declaration of conformity and assigns a unique R-number to the registered product scope.
What Happens After Registration?
CRS compliance does not finish when the registration number is received.
Manufacturers should maintain consistency between the registered product and the product actually manufactured and supplied. Changes involving models, brands, manufacturing locations or product construction can affect the registration scope and may require additional action.
BIS provides a formal process for model inclusion. For example, an existing registered manufacturer can request inclusion of additional models under the same product and brand scope, subject to the applicable requirements and documentation.
CRS registration is initially granted for two years, after which renewal can be sought in accordance with the applicable procedure.
Does CRS Make a Passport Reader a Market Leader?
A regulatory mark alone cannot guarantee commercial success. However, valid CRS registration can remove an important compliance barrier for companies selling a notified electronic product in India.
For buyers, distributors and institutional procurement teams, documented compliance can make the product easier to evaluate from a regulatory standpoint. It can also help manufacturers demonstrate that the applicable safety requirements have been addressed through the prescribed conformity route.
The strongest approach is therefore not to treat the CRS Mark merely as a logo. It should be viewed as one part of a broader product-readiness strategy covering product safety, documentation, labelling, after-registration control and any other approvals that may apply to the particular design.
CRS Is Not the Same as Every Other Approval
Passport Readers can have different architectures. Some may include wireless communication, NFC/RFID functions, USB interfaces or other technologies.
CRS should therefore not automatically be described as covering every regulatory requirement associated with the device. For example, India's Department of Telecommunications states that WPC Equipment Type Approval can apply to wireless communication devices operating in permitted de-licensed frequency bands. Whether such approval is relevant depends on the actual wireless functionality of the Passport Reader.
This is why a product-by-product regulatory assessment is preferable to relying only on the product name.
A Better Compliance Strategy for Passport Reader Manufacturers
A practical compliance strategy starts before the final production model is fixed. Manufacturers should identify the applicable CRS category, review the latest standard position, verify the proposed model and brand structure, select an appropriate BIS-recognized laboratory, and prepare documentation that matches the actual product.
The 2026 transition to IS/IEC 62368-1:2023 makes this especially relevant for Passport Reader manufacturers that currently have older IS 13252-based registrations or are preparing new applications. BIS has provided a defined migration framework, so companies should track the transition rather than treating an older test report as permanently sufficient.
For a Passport Reader entering the Indian market, compliance is therefore more than a legal formality. It is part of demonstrating that the product has been assessed through the regulatory framework applicable to its category.
Frequently asked questions
Is BIS CRS registration mandatory for a Passport Reader in India?
Yes. Passport Reader is listed in the BIS Compulsory Registration Scheme product schedule. The current BIS Scheme-II listing identifies IS/IEC 62368-1:2023 as the applicable safety standard for Passport Readers.
Which standard is currently applicable to Passport Readers?
BIS currently lists Passport Reader under IS/IEC 62368-1:2023. IS 13252 (Part 1):2010 is the older standard, and MeitY's migration notification provides a concurrent transition period for the relevant product categories until 1 November 2028.
Can an existing Passport Reader registration based on IS 13252 continue during the transition?
BIS's 2026 implementation guidance states that existing licensees have until the end of the concurrent-running period to establish compliance with IS/IEC 62368-1:2023. After 1 November 2028, registrations that have not completed the required transition will not remain operative under the old standard.
Does a Passport Reader need to be tested before applying for CRS?
Yes. The CRS application procedure requires product testing through the prescribed laboratory route before registration. BIS also states that the test report should generally be no more than 90 days old when the application is submitted online.
Who should apply for Passport Reader CRS registration?
The manufacturer or factory owner of the notified product is the relevant applicant under the CRS framework. The product information submitted for testing and registration should correspond to the actual manufacturing location and registered product scope.
Can a foreign Passport Reader manufacturer obtain CRS registration?
Yes. A foreign manufacturer can apply, but where the applicant does not have a liaison office or branch office in India, BIS requires appointment of an Authorized Indian Representative in accordance with its CRS guidelines.
Does CRS certification check the accuracy of passport scanning?
Not by itself. CRS registration is associated with conformity to the applicable notified Indian safety standard. It should not be represented as a standalone certification of OCR accuracy, RFID data interpretation, document-authentication performance or cybersecurity.
What information should match across the Passport Reader compliance documents?
Important identifiers such as the manufacturer, manufacturing location, brand, model and product description should be checked carefully across the test report and CRS application. Inconsistent information can create clarification issues during registration and model inclusion activities.
