IS 2083:2024 Explained: What Flashlight Manufacturers Need to Know

Published Updated 5 min readMore on Lighting Products

Think about the last time the power went out, or you had to search for something in a dimly lit space. Chances are, the first thing you reached for was a flashlight. Flashlights (or torches) are everyday essentials found in almost every household, industrial site, and emergency kit. But have you ever wondered what keeps these devices safe from battery leaks, overheating, or electrical failures?

To guarantee consumer safety and product reliability, the Government of India has stepped in with strict quality mandates. Today, securing an ISI Mark for flashlights under the IS 2083:2024 standard is no longer optional—it is a mandatory legal requirement for anyone looking to manufacture, import, or sell these products in the Indian market.

If you are a manufacturer, importer, or brand owner, navigating the Bureau of Indian Standards (BIS) regulations can feel overwhelming. This guide breaks down everything you need to know about the ISI mark for flashlights, the certification process, and the absolute latest updates you need to stay compliant in 2026.

Latest Update: What You Need to Know in 2026

The regulatory landscape for flashlights has shifted significantly over the past year, and staying updated is crucial to avoiding port rejections or heavy penalties.

The Ministry of Commerce and Industry originally issued the Flashlight (Quality Control) Order, 2025, which mandated that all flashlights conform to IS 2083:2024 and bear the ISI Mark under Scheme-I of BIS. The deadlines were rolled out in phases, and as of January 21, 2026, the final deadline for micro-enterprises has officially passed. This means that all enterprises—general, small, and micro—must now be fully compliant.

Big February 2026 Relief for Importers:

If you are an importer who was caught in the transitional phase, there is major news. On February 12, 2026, the Department for Promotion of Industry and Internal Trade (DPIIT) issued a critical relief notification (S.O. 776(E)). To ease trade disruptions for transitional shipments, imports of flashlights are temporarily exempt from mandatory BIS compliance only if they meet two strict conditions:

  • The Purchase Order must have been issued before the QCO implementation date applicable to your business size.
  • The Bill of Lading and Bill of Entry must be filed within 180 days from the enforcement date of the QCO.
Importers must submit these documents (along with supporting evidence) to BIS within seven days of clearing the consignment.

What is IS 2083:2024?

IS 2083:2024 is the comprehensive Indian Standard that specifies the performance, construction, and safety requirements for flashlights. This standard replaces older guidelines to keep up with modern technology, particularly the shift toward high-powered LEDs and rechargeable batteries.

What is Covered Under IS 2083:2024?

  • Flashlights powered by replaceable primary (non-rechargeable) batteries.
  • Flashlights powered by built-in or replaceable secondary (rechargeable) batteries with a maximum voltage of 48V DC.
  • Both pre-focused and focusing types of flashlights.
  • Flashlights utilizing traditional incandescent bulbs or modern LED modules.

What is NOT Covered?

  • Cord and plug-connected handlamps (covered under IS 10322 Part 5/Sec 6).
  • Emergency lighting systems (covered under IS 10322 Part 5/Sec 8).
  • Flashlights specifically designed for hazardous, explosive locations.

Why is the ISI Mark Mandatory for Flashlights?

You might wonder why a simple flashlight requires rigorous government certification. The answer comes down to consumer protection. Substandard flashlights can suffer from catastrophic battery failures, toxic acid leaks, and electrical short circuits.

By enforcing the ISI Mark, the government ensures:

  • Consistent Brightness: The flashlight delivers the luminous intensity it promises.
  • Mechanical Durability: The outer casing can survive drops, vibrations, and rough handling.
  • Electrical Safety: Switch mechanisms are durable, and there is no risk of electric shock.
  • Environmental Resilience: Proper water and dust protection (IP ratings) are maintained.

Operating without this certification is a serious offense. Non-compliance can result in the seizure of goods, port blockages for importers, heavy fines, and severe damage to your brand’s reputation.

Are There Any Exemptions?

Yes, the Quality Control Order does provide two specific exemptions:

  • Export Goods: Flashlights manufactured in India strictly for export purposes are exempt from carrying the ISI mark.
  • Research and Development (R&D): Manufacturers can import a maximum of 50 flashlights per year for R&D purposes. However, these units absolutely cannot be sold commercially, must eventually be disposed of as scrap, and the manufacturer must maintain strict annual records to present to the Central Government if requested.

Step-by-Step BIS Certification Process for Flashlights

Getting your flashlight BIS certified is a thorough process that requires careful attention to detail. Here is a breakdown of the steps involved:

1. Preparation and Documentation

Before applying, you must ensure your manufacturing facility is up to par. This includes setting up an in-house testing lab (or having access to a BIS-recognized lab), maintaining proper calibration records for your instruments, and documenting your manufacturing process, quality control methods, and raw material sourcing.

2. Application Filing

Submit a detailed application through the BIS portal. This will include your factory details, product specifications, details of your quality control personnel, and the necessary compliance forms.

3. Sample Testing

BIS will require product samples to be tested in a BIS-approved, accredited laboratory. The flashlights will be subjected to rigorous tests for beam distance, switch durability, battery safety, and drop resistance.

4. Factory Audit and Inspection

A BIS officer will visit your manufacturing site to conduct a comprehensive audit. They will verify your production line, inspect your quality management systems, check your traceability records, and ensure that the mass-produced items match the quality of the submitted samples.

5. Grant of Li cense

Once your product passes the lab tests and your factory clears the audit, BIS will grant the license. You will be issued a unique CM/L (Certification Marks License) number, allowing you to legally print the ISI mark on your flashlights and packaging.
