BIS Extends Concurrent Running of IS 2046: What It Means for Your Factory

If you are a manufacturer, importer, or distributor of Decorative Thermosetting Synthetic Resin Bonded Laminated Sheets (commonly known in the market as Sunmica or high-pressure laminates), navigating the shifting landscape of Bureau of Indian Standards (BIS) regulations has likely been at the top of your agenda.

Recently, the industry has been buzzing with anxiety regarding the transition from the legacy IS 2046: 1995 standard to the highly complex, multi-part IS 2046 (Part 1 to 8): 2025. Manufacturers have been racing against the clock to upgrade their testing facilities, adapt their production lines, and apply for scope additions before the impending deadline.

However, the Bureau of Indian Standards has just offered the industry a massive sigh of relief. In a brand-new circular dated February 24, 2026, the Central Marks Department-II has officially extended the concurrent running period for both standards.

Here is everything you need to know about this crucial update, why it happened, and how the compliance experts at Instacertify can help you use this extra time to your strategic advantage.

Understanding the Great Laminate Transition

To understand the weight of this extension, we first have to look at why BIS initiated this massive regulatory overhaul in the first place.

For decades, IS 2046: 1995 served as the single, governing document for all decorative laminates in India. Whether you were manufacturing standard 1mm sheets for interior cabinetry, compact laminates for exterior facades, or specialized flooring grades, everything was largely governed under one umbrella standard. While this was simpler, it lacked the nuance required by modern architectural and interior design demands.

To align with global benchmarks (specifically ISO 4586), BIS introduced the third revision: IS 2046: 2025. Instead of a one-size-fits-all approach, this new framework fragmented the standard into eight distinct parts, each with highly specialized testing protocols:

  • Part 1: Introduction and General Information
  • Part 2: Determination of Properties (Detailed testing procedures)
  • Part 3: Classification and Specifications for Laminates Less Than 2 mm Thick
  • Part 4: Classification and Specifications for Compact Laminates (2 mm and greater)
  • Part 5: Classification and Specifications for Flooring Grade Laminates
  • Part 6: Classification and Specifications for Exterior-Grade Compact Laminates
  • Part 7: Classification and Specifications for Design Laminates
  • Part 8: Classification and Specifications for Alternative Core Laminates

This fragmentation means that manufacturers can no longer rely on a single, generalized BIS license. They must now classify their products precisely and test them according to the specific part that dictates their application.

Decoding the February 2026 BIS Circular

The transition to an 8-part standard requires immense preparation. Testing laboratories need new equipment to handle specialized tests for exterior grades and flooring grades, and manufacturers require time to update their Quality Control (QC) manuals and apply for complex scope additions.

Initially, BIS had set the last date of implementation for the revised IS 2046: 2025 to September 24, 2025. Realizing the industry needed more time, this was previously pushed to March 24, 2026.

Now, according to the latest circular (Ref: CMD-2/16: IS 2046) released on February 24, 2026, BIS has acknowledged that the revised IS 2046: 2025 may not be implementable at present. The primary reason cited is that the draft amendment to the revised standard is still under process for wide circulation.

Consequently, the competent authority has directed that the concurrent running of IS 2046: 1995 and IS 2046 (Part 1 to 8): 2025 has been further extended up to March 24, 2027.

What This Extension Means for Your Business

This 12-month extension is a golden opportunity, but it should not be treated as an excuse to pause your compliance efforts. Here is how this impacts your day-to-day operations:

Uninterrupted Sales and Tenders: You can continue to manufacture, dispatch, and clear your existing inventory bearing the ISI mark under the old IS 2046: 1995 standard without the fear of your license abruptly lapsing. You remain fully eligible for government tenders that reference the 1995 standard.

Time to Upgrade In-House Labs: The new 8-part standard introduces stringent testing requirements, especially for exterior and flooring grades. This extension gives your factory the runway needed to procure new testing equipment and train your quality control personnel without halting production.

Strategic Scope Additions: Instead of rushing a single application, you now have the time to carefully evaluate your product portfolio. You can strategically apply for the specific parts (e.g., Part 4 for Compact Laminates or Part 6 for Exterior Grades) that yield the highest profit margins for your business.

Don’t Wait Until 2027: How to Prepare Now

While March 2027 seems distant, the bureaucratic process of migrating to an 8-part standard is lengthy. Waiting until the last minute will result in laboratory bottlenecks and delayed approvals.

Here is the action plan you should implement today:

  • Conduct a Portfolio Audit: Map your current product lines to the corresponding new parts (1 through 8) of IS 2046: 2025.
  • Gap Analysis: Evaluate your current factory testing equipment against the new testing protocols outlined in Part 2 of the revised standard.
  • Initiate Paperwork: Begin preparing your revised Scheme of Inspection and Testing (SIT) and gather the necessary documentation for your scope addition applications.
