The ISI mark for Packaged Drinking Water other than Packaged Natural Mineral Water (IS 14543) is now optional. Since 17 Oct 2024, the FSS Regulations no longer require the BIS mark on packaged drinking water or mineral water. Makers need an FSSAI licence and, since 1 Jan 2026, must follow the FSSAI Scheme of Testing at NABL-accredited labs. Some makers keep their BIS licence, because government tenders and large buyers may still ask for it.

How it works: a BIS-approved lab tests your samples against IS 14543. A BIS officer then visits your factory. If everything is in order, BIS gives you a licence. You can then print the ISI mark with your licence number (CM/L number). Factories outside India apply under the Foreign Manufacturers Certification Scheme (FMCS). They must also name a representative in India, called an Authorised Indian Representative (AIR).

Every year you pay BIS a minimum marking fee. It is ₹25,600 for micro firms and ₹1,28,000 for large firms. The fee also depends on how much you make: ₹20 per 1,000 litres for the first 6,000; ₹15 per 1,000 litres for the next 4,000; ₹10 per 1,000 litres thereafter. You pay whichever amount is higher. Lab testing costs about ₹1,400 – ₹32,900 per sample, based on quotes from 55 BIS-approved labs. These prices are a guide only and do not include GST.
