Infant nutrition products are governed by the FSS (Foods for Infant Nutrition) Regulations, 2020, which set minimum and maximum levels for protein, fat, carbohydrate, vitamins and minerals, and restrict additives. Since October 2024 they no longer need the BIS ISI mark, so the FSSAI licence is the legal requirement; some manufacturers keep a voluntary BIS licence because tenders and large buyers ask for it.
Because infants are so vulnerable, pathogen limits are absolute: Cronobacter (Enterobacter) sakazakii and Salmonella must be absent from powdered infant formula. Melamine, aflatoxin M1, heavy metals and pesticide residues are checked as well.
