Phthalates are plasticisers that make PVC soft, and several are restricted because they affect hormones. The BIS toy safety standards, compulsory under the Toys Quality Control Order, limit phthalates in toys, while the EU (REACH) and US (CPSIA) restrict them in toys, childcare articles and, in Europe, most consumer articles.
Bisphenol A (BPA) is used to make polycarbonate and epoxy coatings. It is not permitted in baby feeding bottles in India and many other countries, and is restricted in food-contact materials, receipts and other uses. Testing gives exporters and brands the evidence their buyers ask for.
