The FSS (Packaging) Regulations, 2018 require food packaging to be made from food-grade materials that meet the relevant Indian Standards. Plastic packaging must comply with the standard for its resin and pass the overall migration test under IS 9845, which exposes the material to food simulants such as water, dilute acid, alcohol and oil, and measures how much substance moves into them. The regulations also set limits for specific migration of heavy metals and other substances, and restrict the use of recycled plastic.
Brand owners ask converters for migration reports on films, laminates, bottles, caps and containers. Makers of kitchenware, lunch boxes and bottles use the same tests for retail and export, together with buyer-specific tests for markets such as the EU and US.
