BIS Standards Update: Four Indian Standards Amended

BIS has updated four Indian Standards covering fly ash utilization, haulage rope cappels, stainless steel vacuum flasks and bottles, and cold formed welded carbon steel hollow sections.
For manufacturers, importers and businesses working with these products, the important point is not simply that an amendment has been issued. The business should determine whether the amended requirements affect its product specifications, testing, documentation, manufacturing process or existing BIS certification.
BIS Standards Covered in the Latest Update
S. No. | Indian Standard | Product / Subject | Amendment | Amendment Established | Earlier Version Remains Applicable Up To |
1 | IS 10153:2021 | Utilization of Fly Ash — Guidelines | Amendment No. 1 | 25 August 2026 | 24 February 2027 |
2 | IS 12488:2023 | Haulage Rope Cappels — Specification | Amendment No. 1 | 25 August 2026 | 24 February 2027 |
3 | IS 17526:2021 | Domestic Stainless Steel Vacuum Flask / Bottle — Specification | Amendment No. 3 | 25 August 2026 | 24 February 2027 |
4 | IS 18573:2024 | Cold Formed Welded Carbon Steel Square and Rectangular Hollow Sections for Mechanical, General Engineering and Decorative Purposes — Specification | Amendment No. 2 | 25 August 2026 | 24 February 2027 |
What Has Been Amended?
The latest update covers the following four standards:
1. IS 10153:2021 — Utilization of Fly Ash
- Amendment: Amendment No. 1
- Established: 25 August 2026
- Transition deadline: 24 February 2027
IS 10153 covers guidelines relating to the utilization of fly ash. Amendment No. 1 updates the requirements under the standard. Businesses using this standard should review the amended provisions and determine whether the changes affect their existing technical documentation, processes or compliance requirements.
2. IS 12488:2023 — Haulage Rope Cappels
- Amendment: Amendment No. 1
- Established: 25 August 2026
- Transition deadline: 24 February 2027
IS 12488 specifies requirements for haulage rope cappels. Amendment No. 1 introduces changes to the requirements of the standard. Manufacturers and suppliers dealing with products covered by IS 12488 should review the revised requirements and assess whether any product specifications, testing or technical documentation need to be updated.
3. IS 17526:2021 — Domestic Stainless Steel Vacuum Flask / Bottle
- Amendment: Amendment No. 3
- Established: 25 August 2026
- Transition deadline: 24 February 2027
IS 17526 covers domestic stainless steel vacuum flasks and bottles. The standard has now been updated through Amendment No. 3. Manufacturers should review the latest requirements against their existing product specifications, materials, manufacturing controls and test documentation.
This standard has also been subject to previous amendments. Manufacturers should review the actual amendment applicable to their product rather than assuming that an amendment automatically means complete recertification.
4. IS 18573:2024 — Cold Formed Welded Carbon Steel Hollow Sections
- Amendment: Amendment No. 2
- Established: 25 August 2026
- Transition deadline: 24 February 2027
IS 18573 covers cold formed welded carbon steel square and rectangular hollow sections for mechanical, general engineering and decorative purposes. Amendment No. 2 updates the requirements applicable to products covered under the standard. Manufacturers should compare the amended requirements with their current product specifications, material grades, dimensions, testing arrangements and quality-control documentation.
What Is the Implementation Date?
The amendments were established on 25 August 2026.
However, the previous version of each of these standards is permitted to remain in force during the specified transition period up to 24 February 2027.
This means manufacturers should not wait until the transition period is about to end before reviewing the amended requirements.
Important: 25 August 2026 should not be interpreted as a requirement for every manufacturer to immediately obtain fresh BIS certification. The actual compliance action depends on the nature of the amendment and how it applies to the particular product and existing certification.
What Should Manufacturers Do Now?
- Check the applicable standard: Confirm that the product is covered by the relevant Indian Standard and that the current BIS licence or certification is based on the applicable version.
- Review the amendment: Compare the existing requirements with the amended standard, including product specifications, materials, manufacturing requirements, testing and documentation.
- Check existing test reports: Determine whether existing test reports continue to demonstrate compliance with the amended requirements. If the amendment changes a test method, acceptance criterion or product requirement, additional testing may be necessary.
- Review the BIS licence: Where the product is covered by a BIS licence, determine whether the amendment has any impact on the scope, endorsed varieties, testing arrangements or other licence conditions.
- Plan changes before the transition deadline: Where action is required, complete the necessary testing, documentation and certification-related activities before the applicable transition period ends.
Does Every Amendment Require Fresh BIS Certification?
No. An amendment to an Indian Standard does not automatically mean that a manufacturer has to start the BIS certification process from the beginning.
Depending on the amendment, the required action could involve reviewing existing test reports, conducting additional testing, updating product specifications, updating technical documentation, revising manufacturing controls, updating quality-control procedures, modifying the BIS licence or related documentation where applicable, or taking no additional certification action where the amendment does not affect the certified product.
The correct approach is to first determine what has changed and whether that change affects the specific product.
Why This Update Matters
For manufacturers, simply continuing with an older specification without checking the latest applicable requirements can create problems later during testing, certification, surveillance or regulatory review.
A timely review gives businesses an opportunity to identify whether anything needs to change before the transition period ends.
