LMPC Certificate Consultant in Bangalore: How We Make LMPC Easy for Importers and Packers in Karnataka
Bangalore runs on imported and packaged goods. Electronics and IT accessories land at the Kempegowda International Airport cargo terminals, containers clear at ICD Whitefield, and goods arrive through New Mangalore Port and Chennai. Across the city, D2C brands, gifting companies, sweet shops and cosmetics startups pack products for shops and online marketplaces.
If any of these goods are pre-packaged for sale, the business behind them needs an LMPC certificate. As a consulting firm based in Bangalore, Karnataka, Instacertify has been making LMPC certification easy for importers and packers across the city and the state, so they stay compliant while importing and selling packaged commodities. Here is what you need to know.
LMPC in One Paragraph
LMPC means Legal Metrology (Packaged Commodities). Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011 requires every manufacturer, packer and importer of pre-packaged commodities to register with the Legal Metrology authorities. The registration certificate is your LMPC certificate. It shows that your firm follows the rules on net quantity, MRP and package declarations. For the full rules, read our guide to LMPC registration under Rule 27.
Importing Into Bangalore? Customs May Ask for Your LMPC
When you import a packaged commodity from outside India, customs checks that your firm complies with the Legal Metrology rules for packaged goods. To confirm this, they may ask for your LMPC certificate along with the declarations on the packages.
Whether your consignment clears at the Bengaluru air cargo terminal, ICD Whitefield or a seaport, a missing registration can mean the goods wait until it is sorted out, and relabelling at the warehouse adds cost. The simple fix is to register before your first shipment. Our LMPC checklist for importers covers the rest.
Packing in Bangalore? You Need Packer Registration
LMPC is not only for importers. Under the Packaged Commodities Rules, anyone who packs or repacks goods for sale needs packer registration, even if they did not make the product. Typical Bangalore packers who need it:
- Sweet shops and food brands packing sweets and snacks in boxes and pouches
- Eyewear sellers packing sunglasses in branded cases
- Home decor and gifting brands selling items in retail packs
- Cosmetics and personal care startups filling and packing their products
- Electronics and IT accessory brands repacking chargers, cables and gadgets
If you import in bulk and pack into retail packs here, you need registration as both importer and packer. See our guide to LMPC for manufacturers and packers.
Karnataka State or Central LMPC?
You can get your LMPC certificate from either authority:
- the Controller of Legal Metrology, Karnataka (state)
- the Director of Legal Metrology, Department of Consumer Affairs, Government of India (central)
Both certificates are equally valid. The difference is the process. A Karnataka state registration may need additional time and can involve a physical audit of your premises after you apply. At Instacertify, we make sure your central LMPC is issued on time, so you save on time, cost and the hassle of renewals, while staying equally compliant. If you prefer the Karnataka route, we file there too. For a side-by-side comparison, read central vs state LMPC registration.
What We Need From You
- GST registration and your incorporation certificate or partnership deed
- Importer Exporter Code (IEC), if you import
- Address proof of the premises where goods are packed or stored
- ID proof and photograph of the authorised signatory
- Your product list and label artwork
We confirm the exact list for your products before filing, so there are no surprises later.
Get Your Labels Right Too
Your LMPC registration goes hand in hand with correct package declarations. Each package must show the name and address of the manufacturer, packer or importer, the country of origin for imported goods, the common name of the product, the net quantity, the month and year of manufacture or import, the MRP inclusive of all taxes and consumer care details. We review your label artwork before you print or ship, so nothing is held for a missing line.

Frequently asked questions
Do Bangalore importers need an LMPC certificate?
Yes. If you import pre-packaged commodities for sale in India, you must register as an importer under the Legal Metrology (Packaged Commodities) Rules, 2011. Customs can ask for your LMPC certificate to confirm that your firm follows the Legal Metrology rules for packaged goods.
I only pack products in Bangalore. Do I need LMPC?
Yes. Anyone who packs or repacks goods for sale, such as sweets, sunglasses, home decor or cosmetics, is a packer under the rules and needs packer registration, even if someone else made the product.
Should I apply to Karnataka Legal Metrology or the central department?
Both certificates are equally valid. The Karnataka state route can take additional time and may include a physical audit of your premises. We recommend the central registration, which we get issued on time, saving you time, cost and the hassle of renewals.
Do I need to visit any government office?
No. We handle the application and follow-up for you. You only share your documents and label artwork with our team.
I sell online from Bangalore. Does LMPC apply to me?
Yes, if you import or pack the products you sell. Online marketplaces must show the Legal Metrology declarations on product listings, so they often ask sellers for their LMPC details too.
Can I register as both importer and packer?
Yes. If you import goods in bulk and pack them into retail packs in Bangalore, you need registration for both roles, and we file them together.
