LMPC Certification Consultant in Kerala: Simplifying Import and Packer Compliance with Instacertify

Published 6 min read

Kerala trades with the world. Importers in Kochi, Ernakulam, Kozhikode, Thiruvananthapuram and Thrissur bring in consumer goods from China, Vietnam, Malaysia and beyond, through Cochin Port and the Vallarpadam container terminal, Vizhinjam International Seaport and the state's airport cargo terminals. At the same time, Kerala's packers send spices, cashews, banana chips, coconut oil, tea, coffee, sweets and cosmetics to shelves across India.

If those goods are pre-packaged for sale, the business behind them needs to follow India's Legal Metrology rules, and in most cases hold an LMPC certificate. Instacertify makes this simple: we check what applies to you, prepare the documents, review your labels and follow up the application until your certificate is issued, entirely online.

What Is an LMPC Certificate?

LMPC stands for Legal Metrology Packaged Commodities. India's Legal Metrology framework controls what must be declared on a pre-packaged product, so that buyers can see clearly what they are buying, how much of it, at what price and from whom.

Two laws set the rules:

  • the Legal Metrology Act, 2009, and
  • the Legal Metrology (Packaged Commodities) Rules, 2011.

Under Rule 27 of these rules, importers, manufacturers and packers of pre-packaged commodities must register with the Legal Metrology authority. That registration is what businesses call an LMPC certificate. Holding it, and labelling your packs correctly, keeps your goods moving smoothly at customs and in the market.

Why Importers in Kerala Need LMPC

When a packaged commodity arrives from outside India, customs checks that the importer complies with the Legal Metrology rules for packaged goods. Depending on the product and the shipment, customs may ask for:

  • your LMPC certificate as an importer, and
  • packages that carry the required declarations.

If either is missing, the consignment can face queries and wait at the port. That means demurrage and storage charges, extra handling for relabelling, and stock that reaches your customers late.

The practical rule: sort out your registration and labels before your overseas supplier dispatches the goods, not after they land. Our LMPC checklist for importers explains this in more detail.

Which Products May Need LMPC Compliance?

LMPC applies to a wide range of pre-packaged consumer goods, subject to the exemptions in the rules. Typical examples:

Product groupExamples
Food and sweetsPacked sweets, confectionery, spices, banana chips, cashews, tea and coffee
Fashion accessoriesSunglasses and eyewear in retail packs, watches, bags
Home decorDecorative articles, gift sets, household accessories
Cosmetics and personal careSkin care, hair care, coconut-oil-based and herbal products
Electronics and ITConsumer electronics, computer accessories, chargers, earphones
Kitchen and householdUtensils, storage containers, cleaning products
Imported retail goodsAny consumer product arriving in its final retail pack

What applies to you depends on the product, how it is packed, what your business does and whether an exemption covers it. Many products also fall under other regulations: BIS certification for electronics, FSSAI for food and CDSCO for some cosmetics. We map all of them for your product at the start, so nothing surprises you later.

Importer, Packer or Both?

The registration you need depends on what your business actually does with the goods.

1. LMPC registration for importers

If you import pre-packaged commodities for sale or distribution in India, you register as an importer under Rule 27. As the importer, your name and address must appear on the pack, along with the country of origin and the other mandatory declarations. Your Importer Exporter Code (IEC) is part of the application.

2. LMPC registration for packers

Packing or repacking goods for retail sale makes you a packer, even if someone else made the product. Packer registration is mandatory. In Kerala this typically covers:

  • Spice, cashew and snack businesses packing pepper, cardamom, cashews and banana chips
  • Coconut oil and Ayurvedic brands filling bottles and jars
  • Sweet makers selling in boxes and pouches
  • Eyewear sellers packing sunglasses in branded cases
  • Home decor and handicraft brands with retail packs
  • Cosmetics and personal care brands packing their own products

See our guide to LMPC for manufacturers and packers.

3. Both

Many Kerala businesses import in bulk, then pack or repack locally for sale. In that case you need registration as both importer and packer, and we file both together.

Kerala State or Central Authority?

Your LMPC certificate can be issued by either:

  • the Controller of Legal Metrology, Kerala (state), or
  • the Director of Legal Metrology, Department of Consumer Affairs, Government of India (central).

Both are equally valid. The state route can need additional time and may include a physical audit of your premises after you apply. At Instacertify we make sure your central LMPC is issued on time, so you save time, cost and the hassle of renewals, with exactly the same compliance. Compare both routes in our guide to central vs state LMPC registration.

What Your Label Must Show

Registration is only half the job; every pack also needs the right declarations. We review your artwork for:

  • name and address of the manufacturer, packer or importer
  • country of origin, for imported goods
  • common or generic name of the product
  • net quantity in standard units, or the number of pieces
  • month and year of manufacture
  • maximum retail price (MRP) inclusive of all taxes
  • consumer care details: phone number and email

Importers can print these on India-bound packs or apply a compliant sticker before the goods are sold. We help you decide which works best for your volumes.

Documents You Will Need

  • GST registration certificate
  • Company documents: incorporation certificate, partnership deed or proprietor details
  • Importer Exporter Code (IEC), if you import
  • Proof of premises address
  • ID proof of the authorised signatory
  • List of products, with your label artwork

Need an IEC first? We can arrange your Importer Exporter Code too.

How We Get Your LMPC Issued, Step by Step

  1. Tell us what you import or pack: by call, email or WhatsApp.
  2. We confirm your role: importer, packer or both, and any other approvals your product needs.
  3. Share your documents online: no office visits needed.
  4. We review your labels and fix gaps before you print or ship.
  5. We prepare, file and follow up until your central LMPC is issued.
  6. We track renewals and rule changes for you afterwards.

Common Mistakes We See

  • Shipping first, registering later: the goods reach the port before the importer is registered.
  • Only the supplier's address on the pack: the Indian importer's details are missing.
  • No MRP or consumer care details on imported retail packs.
  • Net quantity in the wrong units or without the required format.
  • Assuming BIS or FSSAI covers LMPC: they are separate requirements.
  • Repacking without packer registration: common when bulk imports are broken into retail packs.

Frequently asked questions

What is an LMPC certificate?

LMPC stands for Legal Metrology Packaged Commodities. It is the registration that importers, manufacturers and packers of pre-packaged goods obtain under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011, framed under the Legal Metrology Act, 2009.

Do importers in Kerala need an LMPC certificate?

Yes, if they import pre-packaged commodities for sale in India. Customs can ask for the LMPC certificate to confirm that the importer follows the Legal Metrology rules for packaged goods, so it is best to register before the first shipment leaves the supplier.

I pack spices, banana chips or coconut oil in Kerala. Do I need LMPC?

Yes. Packing or repacking goods for retail sale makes you a packer under the Packaged Commodities Rules, and packer registration is mandatory. The same applies to sweets, sunglasses, home decor, cosmetics and other packed goods. Food products also need FSSAI licensing, which is a separate requirement.

Kerala Legal Metrology or central registration: which should I choose?

Both certificates are equally valid. The Kerala state route can take additional time and may involve a physical audit of your premises. We recommend the central registration, which we get issued on time, so you save time, cost and the hassle of renewals.

Do I need to visit an office or meet a consultant in person?

No. LMPC registration is a document-based process. You share your documents and label artwork online, and we prepare, file and follow up the application until the certificate is issued.

Does BIS certification replace LMPC?

No. BIS certification covers product safety and quality, while LMPC covers the declarations on packaged goods. Products such as electronics may need both, so we check every requirement for your product together.
