FCC Certification Cost in India & Requirements for Exporting Electronics to the USA

Published 4 min readMore on Electronics & IT Goods

Any electronic product sold in the United States must meet FCC rules on radio frequency emissions. For Indian manufacturers and brands exporting to the US, or selling through Amazon US, FCC approval is often the first compliance question.

In short: products that do not intentionally transmit radio signals usually follow SDoC (Supplier's Declaration of Conformity), which is testing plus a self-declaration. Products with radios such as Bluetooth, Wi-Fi, LTE or RFID need FCC certification: testing in an FCC-recognised lab, a grant from a Telecommunication Certification Body (TCB) and an FCC ID on the label. Testing can be done in India.

What Is FCC Certification?

The Federal Communications Commission regulates radio frequency devices in the US. The main rules for consumer electronics are in 47 CFR Part 15:

  • Part 15 Subpart B: unintentional radiators, such as digital devices, computers, displays and LED drivers
  • Part 15 Subpart C: intentional radiators, such as Bluetooth and 2.4 GHz devices
  • Part 15 Subpart E: 5 GHz Wi-Fi devices

Other parts cover cellular devices, industrial equipment and more. For an overview of whether you need FCC at all, see do you need FCC certification to sell in the USA.

A product with a radio module and digital circuits often needs both: certification for the radio and SDoC for the rest.

FCC Certification Requirements

  1. Grantee code: register with the FCC to get an FRN and a grantee code. This is the first part of every FCC ID you will use.
  2. US agent: designate an agent in the US for service of process.
  3. Testing: RF tests for each radio (output power, bandwidth, spurious emissions, frequency stability), plus Part 15B emissions.
  4. RF exposure: SAR testing for devices used close to the body, or an MPE evaluation for others.
  5. Documents: block diagram, schematics, operational description, internal and external photos, user manual with FCC statements, label and label location.
  6. TCB review and grant. The TCB reviews the file and issues the grant, which then appears in the FCC database.

Using a pre-certified radio module can reduce testing, but the final product may still need SDoC testing and sometimes additional radio tests. Our guide to how to get FCC certification walks through the steps in more detail.

FCC Certification Cost in India: What Drives It

  • Route: SDoC costs much less than certification.
  • Number of radios and bands: each technology (Bluetooth, Wi-Fi 2.4 GHz, Wi-Fi 5 GHz, LTE) is tested separately.
  • RF exposure: SAR testing costs more than an MPE calculation.
  • TCB fee for reviewing the file and issuing the grant.
  • Modular approach: a pre-certified module can cut radio testing.
  • Retests: failures, usually from spurious emissions, add lab time.

Ask for a quote per model that lists each radio and test. Testing in India usually avoids shipping samples abroad and the related delays.

Timeline

  • SDoC: often 1 to 3 weeks of testing.
  • Certification: usually 3 to 6 weeks from samples to grant, depending on the number of radios and how complete the documents are.

Labelling

  • Certified products: FCC ID on the product, readable, or shown electronically for devices with screens where allowed.
  • SDoC products: compliance statement in the manual. The FCC logo is optional.
  • Both: the required interference statements in the user manual.

Common Mistakes

  • Assuming a certified module covers the whole product. The final product still needs Part 15B checks, and integration can affect RF results.
  • No US responsible party for SDoC. The responsible party must be in the US.
  • Short confidentiality windows. Request short-term confidentiality if you do not want photos public before launch.
  • Using a lab that is not FCC-recognised for certification testing.

How Instacertify Helps

We decide the right FCC route, coordinate testing in FCC-recognised labs, prepare the file, handle the TCB grant and help with grantee code and US agent requirements. See our FCC certification service.

Frequently asked questions

What is FCC certification?

It is the US Federal Communications Commission approval process for electronic products that emit radio frequency energy. It makes sure products do not cause harmful interference and that radio devices operate within their allowed limits.

What is the difference between SDoC and FCC certification?

SDoC is a self-declaration for products that do not intentionally transmit, such as many digital devices. Certification is for transmitters such as Bluetooth and Wi-Fi products, and needs testing in an FCC-recognised lab and a grant from a TCB.

How much does FCC certification cost from India?

It depends on the route and the radios inside. SDoC usually costs much less than certification. Certification adds RF testing for each radio, RF exposure assessment and TCB fees. Ask for a quote per model based on your radios and frequency bands.

Can testing for FCC be done in India?

Yes. Several labs in India are on the FCC list of recognised accredited test firms. Check the FCC database for the lab and its scope before sending samples.

What is an FCC ID?

A unique code on certified products, made up of a grantee code assigned to the applicant and a product code chosen by the applicant. It links the product to its grant in the FCC database.

Does an Indian company need a US agent for FCC?

Applicants for certification and parties responsible for SDoC must designate an agent in the United States for service of process. The responsible party for SDoC must also be located in the US.

How long does FCC certification take?

Usually 3 to 6 weeks for a certified radio product when samples and documents are ready. SDoC products can be faster.
