Central or State LMPC Registration? A Practical Guide for Importers and Packers
If you import or pack goods for sale in India, sooner or later someone asks for your LMPC certificate: a customs officer, a marketplace or a Legal Metrology inspector. Getting one is not hard, but most businesses face the same two questions first: do I register as an importer or a packer, and should I apply to my state or to the central department? This guide answers both.
First, Are You an Importer, a Packer or Both?
Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011 requires every manufacturer, packer and importer of pre-packaged commodities to register. Which role you register for depends on what you actually do:
| What you do | Register as |
|---|---|
| Import goods already in retail packs and sell them in India | Importer |
| Pack or repack goods into retail packs for sale, even if someone else made them | Packer |
| Import in bulk and pack into retail packs in India | Importer and packer |
| Make the product and pack it yourself | Manufacturer (and packer) |
"Pre-packaged" covers far more than food. Packaged sweets, sunglasses, home decor, cosmetics and electronic and IT products all need LMPC when they are packed for sale. If you are not sure, read who must register under Rule 27.
Central vs State LMPC: The Two Routes
Rule 27 lets you register with either authority:
- Central: the Director of Legal Metrology, Department of Consumer Affairs, Government of India
- State: the Controller of Legal Metrology of your state, such as Tamil Nadu, Karnataka or Maharashtra
Both certificates are equally valid. The difference is in how the application is handled:
| State registration | Central registration | |
|---|---|---|
| Validity | Valid | Equally valid |
| Processing | Can take additional time | Issued on time when we handle it |
| Physical audit | May be carried out on your premises after you apply | Not part of the usual process |
| Renewals | Tracked with the state office | Tracked with the central department |
For most importers and packers we recommend the central LMPC: you avoid the extra wait and the audit visit, and we make sure the certificate is issued on time, so you save time, cost and the hassle of renewals while staying equally compliant. If you would rather work with your state office, we file there too.
Why Importers Should Register Before the First Shipment
When pre-packaged goods arrive from outside India, customs checks that the importer complies with the Legal Metrology rules for packaged goods, and may ask for the LMPC certificate. Without it, goods can be held until the registration and labels are sorted out. Register before you ship, alongside your other import registrations such as the AD code and ICEGATE port registration. Our LMPC checklist for importers covers the rest.
Five Label Mistakes That Stop Goods at Customs
- No importer name and address on goods packed abroad
- MRP not stated as inclusive of all taxes
- Net quantity in the wrong units, such as ounces instead of grams
- Missing month and year of manufacture or import
- No consumer care details for complaints
Each of these can mean relabelling in a warehouse before the goods can be sold. We review your artwork before you print or ship.
Your LMPC Readiness Checklist
- You know your role: importer, packer or both
- GST registration and, for importers, an Importer Exporter Code (IEC)
- Address proof of the premises where goods are packed or stored
- ID proof and photograph of the authorised signatory
- A product list with label artwork that carries all the declarations

Frequently asked questions
Is a central LMPC certificate as valid as a state one?
Yes. Under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011, you can register with the Director of Legal Metrology (central) or the Controller of Legal Metrology of your state. Both certificates are equally valid.
Why choose central LMPC registration?
A state registration can take additional time and may include a physical audit of your premises after you apply. The central registration avoids that wait, and we make sure it is issued on time.
Do I need LMPC if I only repack imported goods?
Yes. Packing or repacking goods into retail packs for sale makes you a packer under the rules, so you need packer registration. If you also import the goods, register as an importer too.
Will customs ask for my LMPC certificate?
It can. When pre-packaged goods are imported, customs checks compliance with the Legal Metrology rules and may ask for your LMPC certificate along with the labels. Registering before the first shipment avoids holds at the port.
Which products need LMPC?
Any commodity packed in a predetermined quantity for retail sale without the buyer being present, for example packaged sweets, sunglasses, home decor, cosmetics and electronic and IT products. A few bulk and industrial packages are exempt; we check whether yours is one of them.
What is the government fee for LMPC registration?
The government fee for Rule 27 registration is typically ₹500. Professional fees for preparing and filing the application are separate, and we quote ours in full up front.
