Global Compliance
Exporting to India: Product Compliance, BIS Certification, Testing & Market Access Guide for Global Manufacturers

India is an important destination for manufacturers, exporters and international brands seeking to expand their global distribution. From consumer electronics and electrical appliances to industrial machinery, construction materials, cosmetics and advanced technology, businesses across the world are exploring opportunities in the Indian market.
Entering India requires more than identifying a distributor, negotiating a purchase order and arranging transportation. Depending on the product, manufacturers and importers may need mandatory certification, product testing, labelling, environmental compliance and regulatory approvals before the product can be legally marketed.
Whether you manufacture in Vietnam, Malaysia, Indonesia, Thailand, Singapore, China, Italy, Germany, France, the United Kingdom, the United States or another country, understanding India's product compliance framework is essential.
At Instacertify, our product compliance experts help international manufacturers, exporters, importers and global brands identify the Indian regulatory requirements applicable to their products. We assess technical specifications, manufacturing location, intended use and existing certifications to develop a practical compliance roadmap.
Our work covers BIS certification, Quality Control Orders (QCOs), product testing, BEE, WPC ETA, TEC, CDSCO, EPR, LMPC and other applicable requirements.
The objective: understand what your product needs to enter India, which tests and approvals may apply, and how to plan compliance before committing to commercial shipments.
Which Countries Export Products to India?
Indian product compliance requirements are relevant to manufacturers across Asia, Europe, North America and other international markets. Requirements are determined primarily by the product and applicable Indian regulations—not simply by the country of origin.
- Southeast Asia: Vietnam, Malaysia, Indonesia, Thailand and Singapore
- Vietnam: A manufacturing location for electronics, electrical products, furniture, machinery, consumer goods and components.
- Exporters should assess applicable BIS requirements, QCOs, testing and other approvals.
- Malaysia: Manufacturers of electrical and electronic equipment, industrial products, chemicals and components should review BIS, BEE, WPC and other product-specific requirements as relevant.
- Indonesia: Exporters of electrical equipment, consumer goods, materials, batteries and industrial products should establish whether their exact products fall under Indian compulsory certification or other regulation.
- Thailand: Suppliers of automotive components, electrical appliances, machinery and industrial goods should check the relevant Indian standards and QCOs before shipment.
- Singapore: Businesses using Singapore as a regional trading or distribution hub should distinguish the country of dispatch from the country of origin and actual manufacturing location.
- Europe: Italy, Germany, France and Other European Markets
- Italy: Manufacturers exporting machinery, electrical equipment, lighting, furniture, construction materials and consumer goods should assess mandatory BIS certification and other applicable Indian requirements.
- Germany: Suppliers of industrial machinery, electrical equipment, automotive-related products and advanced technology should evaluate relevant Indian standards, QCOs and regulatory approvals.
- France and other European countries: Manufacturers from Spain, the Netherlands, Poland, Sweden and elsewhere should review product-specific requirements. CE marking, EN standards and IEC test reports may support a technical review but do not automatically replace Indian certification.
Other International Markets
Instacertify also supports compliance assessments for businesses exporting from China, Japan, South Korea, Taiwan, the United States, Canada, the United Kingdom, Australia, New Zealand and other markets.
Wherever your product is manufactured, start by identifying the Indian regulations applicable to the exact product, model and manufacturing facility.
Understanding India's Product Compliance Requirements
India does not have one universal product certificate covering all imported goods. Different authorities oversee different product categories.
Not every product requires every approval. Some products may require several approvals simultaneously, while others may not fall under mandatory product certification. Assessment must consider technical specifications, intended application, manufacturing location and current notifications.

BIS Certification for Foreign Manufacturers
The Bureau of Indian Standards (BIS) administers certification schemes for specified products in India. For foreign manufacturers, BIS certification can be central to market entry when a product is covered by a compulsory requirement.
India's mandatory certification framework spans approximately 1,200 or more product categories across compulsory schemes, depending on how categories are counted. The applicable list can change as QCOs are introduced, amended, deferred or withdrawn. Verify the current status for each product.
Examples of potentially covered categories include toys, electrical appliances, electronics, construction materials, steel products, batteries and selected industrial equipment.
Understanding Quality Control Orders (QCOs)
A QCO specifies mandatory conformity requirements for products within its scope. It may identify the applicable Indian Standard, implementation date, certification requirements and exclusions.
Foreign manufacturers should verify whether their exact product is covered, which standard applies, whether the QCO is in force, which BIS scheme is relevant, whether the overseas factory must be assessed, and what testing and documentation are required.
Foreign Manufacturers Certification Scheme (FMCS)
For products covered by applicable BIS Scheme-I requirements, overseas manufacturers may need certification under the Foreign Manufacturers Certification Scheme. The process may involve technical documentation, product testing, factory inspection, quality-control assessment and licensing formalities.
See [BIS ISI Mark Certification for Foreign Manufacturers – FMCS
Indian Manufacturing Partners
Where an international brand manufactures through an Indian partner, the certification arrangement must reflect the actual factory, product scope, scheme and licence conditions.
See BIS ISI Mark Certification for Indian Manufacturers
BIS CRS for Electronics and IT Products
Specified electronic and IT products fall under BIS's Compulsory Registration Scheme. Depending on the product, requirements may include testing at a recognised laboratory, documentation, registration and applicable marking.
Product Testing: Identifying the Correct Parameters
A compliance assessment should identify applicable standards, testing parameters, sample requirements and acceptance criteria.
The actual parameters must be determined from the relevant Indian Standard, regulation or certification scheme.
Can overseas test reports be used?
Reports from Vietnam, Malaysia, Indonesia, Italy, Germany or other countries can be useful during the initial assessment. IEC, EN and other international reports may help establish product characteristics. Their acceptance depends on the applicable Indian scheme. A CE certificate, FCC approval or foreign laboratory report does not automatically replace mandatory Indian certification.
Instacertify reviews existing reports to identify relevant evidence, gaps and additional testing that may be necessary.
BEE Certification and Energy Labelling
The Bureau of Energy Efficiency administers energy-efficiency programmes, including applicable star-labelling requirements. Manufacturers exporting air conditioners, refrigerators, electrical appliances and other notified products should determine whether a mandatory or voluntary BEE programme applies.
The assessment may include energy consumption, efficiency metrics, testing, model grouping and labelling.
See BEE Certification and Energy-Efficiency Rating Services
WPC ETA for Wireless Products
Wireless-enabled products may require approval from the Wireless Planning and Coordination Wing, depending on equipment, frequency, technical parameters and applicable exemptions. Products to assess include Bluetooth devices, Wi-Fi equipment, smart devices, wireless sensors and other radio-frequency products.
Review the radio module, frequency band, output power, antenna configuration and applicable Indian requirements.
See WPC ETA Approval for Wireless Devices in India
TEC Certification for Telecom Equipment
Certain telecom equipment is subject to requirements administered by the Telecommunication Engineering Centre. Depending on the category, this may involve MTCTE, Essential Requirements and product-specific testing. Where products have both telecom and wireless functionality, assess TEC and WPC requirements separately.
Read our TEC Certificate for Telecom Equipment – 2026 Guide
CDSCO, EPR, LMPC and Other Requirements
- CDSCO: Imported cosmetics are subject to the applicable Indian cosmetics framework, including the Cosmetics Rules, 2020. Drugs and medical devices may follow different pathways.
- EPR: Obligations may arise under India's e-waste, battery-waste and plastic-waste management rules.
- LMPC: Imported pre-packaged commodities intended for retail sale may require prescribed declarations and, where applicable, importer registration.
- Customs: Importers should assess HSN classification, IEC requirements, documentation, duties, restrictions and product-specific import conditions.
The applicable obligations depend on the product, the importing business's role and current rules.
Alternative Market-Entry and Sourcing Models
International manufacturers use different business models to enter India. The right model depends on commercial objectives, manufacturing arrangements and compliance requirements.
Direct exports to an Indian importer
The overseas manufacturer supplies an Indian importer or distributor. The parties should clarify responsibility for certification, import documentation, labelling and ongoing compliance.
Indian subsidiary or local distribution company
An international brand establishes an Indian entity to manage importing and distribution. This does not remove applicable product requirements.
Contract manufacturing in India
A foreign brand works with an Indian manufacturing partner. The certification route must reflect the actual facility, product scope and scheme.
Alternative overseas manufacturing locations
A company may manufacture in Vietnam, Malaysia, Indonesia, Thailand or another country. Changing the manufacturing country does not automatically change Indian requirements. Verify the factory, model and licence scope.
Sourcing from an already certified manufacturer
Verify that the existing certificate covers the actual product, model, brand and manufacturing facility.
Product redesign or alternative product selection
A different model or technical configuration may be considered, but its regulatory and certification implications must be assessed.
There is no universal alternative that allows a manufacturer to bypass mandatory Indian product compliance. The goal is to identify a lawful and commercially practical route for the specific product.

Frequently asked questions
Do manufacturers in Vietnam, Malaysia and Indonesia need BIS certification?
Only products covered by applicable mandatory BIS requirements need the corresponding certification. The requirement depends on the product, QCO, standard and scheme—not simply the manufacturing country.
Does Italy's CE certification allow a product to be sold in India?
Not automatically. CE documentation may support a technical assessment, but it does not replace Indian mandatory certification where required.
Are Indian certification requirements the same for all countries?
Requirements generally depend on the product and Indian rules. The process and documentation can differ by scheme, manufacturing location and applicant type.
Can a product made in Vietnam use a BIS certificate issued for a Chinese factory?
Not automatically. Verify the applicable licence scope and manufacturing facility. A certificate for one factory should not be assumed to cover another.
Can Instacertify assess products from multiple countries?
Yes. Our assessment is designed for international manufacturers and exporters supplying the Indian market, regardless of country of origin.
