Exporting Packaged Goods to India? An LMPC Guide for Foreign Manufacturers and Brands

Published 4 min read

India is one of the world's largest consumer markets, and foreign brands of cosmetics, eyewear, home decor, food, electronics and toys are all competing for a place on its shelves and marketplaces. But packaged goods cannot simply be shipped in with their global packaging. India's Legal Metrology (Packaged Commodities) Rules, 2011 set strict rules for how packaged goods are declared, and they apply from the moment the goods are imported.

This guide is for manufacturers and brand owners outside India, and the Indian importers who work with them. It explains who needs the LMPC registration, what your packs must show, and how to avoid delays at Indian customs.

Who Holds the LMPC Registration?

Rule 27 of the rules requires every manufacturer, packer and importer of pre-packaged commodities in India to register with the Legal Metrology authorities. For goods made abroad, the registration is held by the business in India that imports them, typically:

  • your importer or distributor in India, or
  • your own Indian subsidiary, if you import directly.

If the goods are imported in bulk and packed into retail packs in India, the business doing the packing also needs packer registration. Either way, as the brand owner, it is in your interest to make sure your partner is registered before you ship, because a held shipment hurts your launch too. Read more about why LMPC is mandatory for importers.

Why Indian Customs Cares

When packaged commodities arrive in India, customs checks that the importer complies with the Legal Metrology rules for packaged goods, and may ask for the LMPC certificate. If the registration is missing or the packs do not carry the required declarations, goods can be held until it is sorted out, adding port charges and delaying sales.

What Your Packs Must Show in India

The required declarations go on the principal display panel of each retail package:

DeclarationWhat it means for a foreign brand
Name and address of the importerYour Indian importer's details, not only your own
Country of originWhere the product was made
Common or generic nameWhat the product is, not just the brand name
Net quantityIn standard metric units such as g, kg, ml or l
Month and year of manufacture or importAs required for the product
Maximum retail price (MRP)In Indian rupees, inclusive of all taxes
Consumer care detailsA contact in India for complaints

Some products, such as food, cosmetics and electronics, also have their own sector-specific labelling rules on top of these.

Global Packaging or India-Specific Packs?

Global packaging rarely works for India as it is: it usually lacks an Indian importer address, a rupee MRP and Indian consumer care details. Brands generally choose one of two routes:

  • India-specific packs printed at the factory. This is best for regular, larger volumes.
  • Compliant stickers carrying the Indian declarations, applied to global packs before the goods are cleared and sold. This is good for smaller or new ranges.

Either way, we review the artwork against the Indian rules before you print, so it is right the first time.

State or Central Registration for Your Importer?

Your importer can register with the state Legal Metrology department where it operates, or with the central Director of Legal Metrology, Department of Consumer Affairs, Government of India. Both are equally valid. A state registration can take additional time and may involve a physical audit of the premises. For importers selling across India, we recommend the central registration, which we make sure is issued on time, saving time, cost and renewal hassle. See central vs state LMPC registration.

Other Indian Approvals to Plan For

LMPC is often one of several approvals a foreign product needs for India. Depending on the product, you may also need:

Planning them together avoids surprises after the goods have shipped.

Frequently asked questions

Can a foreign manufacturer get the LMPC registration itself?

The LMPC registration under Rule 27 is held by the business in India that manufactures, packs or imports the goods. For goods made abroad, that is usually your Indian importer or distributor, or your own Indian subsidiary. We help you and your importer get it in place.

What must the label on goods for India show?

The main declarations are the name and address of the importer in India, the country of origin, the common or generic name of the product, the net quantity in metric units, the month and year of manufacture or import, the maximum retail price (MRP) in rupees inclusive of all taxes, and consumer care details.

Can we use our global packaging for India?

Usually not as it is. Global packs rarely carry an Indian importer address, an MRP in rupees or Indian consumer care details. Most brands either print India-specific packs or apply a compliant sticker before the goods are cleared and sold.

Will Indian customs check LMPC compliance?

It can. Customs checks that imported packaged goods comply with the Legal Metrology rules and may ask the importer for the LMPC certificate. Non-compliant goods can be held until the labels and registration are sorted out.

Should the importer register with a state or the central authority?

Both are equally valid. A state registration can take extra time and may include a physical audit. Importers who sell across India often prefer the central registration, which we get issued on time.
