The Fertiliser (Control) Order, 1985 lays down specifications for every fertiliser that may be sold in India, from urea, DAP and NPK complexes to micronutrient mixtures, water-soluble fertilisers, organic manures and bio-fertilisers. State fertiliser inspectors draw samples from manufacturers and dealers, and a sample declared non-standard can lead to suspension of the licence and prosecution.
Manufacturers, importers and blenders test each batch for nutrient content, moisture and particle size, and for limits such as biuret in urea and heavy metals in organic fertilisers. Bio-fertilisers and bio-stimulants are tested for viable counts and contaminants.
